Toronto City Hall is a landmark of mid-century modern architecture, its two curved concrete towers of unequal height embracing a disc-shaped council chamber. Designed by Finnish architect Viljo Revell and opened in 1965, the complex overlooks the public plaza of Nathan Phillips Square. Viewed from above, the sweeping towers and central saucer resemble an unblinking eye, an image that has become a symbol of the city. The building replaced the older Victorian city hall and reoriented civic life around its bold new plaza.
