This white marble memorial stands at the western edge of the Capitol grounds, honoring naval personnel who died at sea during the American Civil War. Completed around 1878, its top features two allegorical female figures, one representing Grief weeping on the shoulder of another representing History. Below, figures symbolize Victory, Peace, and the industries that flourish in peacetime. It anchors a traffic circle along the ceremonial avenue below Capitol Hill.
