Kasumigaseki is the central government district of Tokyo, a dense cluster of ministry buildings that forms the administrative core of the Japanese state. Laid out from the late nineteenth century as the modern bureaucracy took shape, it gathers the finance, foreign affairs, justice and other ministries into a grid of formal office blocks near the Diet and the imperial moats. Several buildings, such as the red-brick former justice ministry, survive as heritage landmarks amid the newer towers.
