Plaza del Congreso is the sweeping public square facing the national legislature, laid out in the early twentieth century as a formal French-style ensemble. At its centre stands the Monument to the Two Congresses, a marble and bronze allegory of the assemblies that declared independence and drafted the constitution. Fountains, gardens and a bronze cast of Rodin's Thinker punctuate the space, which marks kilometre zero of the country's highway network. It is a favoured spot for demonstrations, strolls and open-air gatherings.
