Mosquito Bay on the island of Vieques, off Puerto Rico's eastern coast, is frequently cited as the brightest bioluminescent bay in the world, with dinoflagellate concentrations reaching 700,000 organisms per gallon of water. The bay's high luminosity is maintained by a narrow outlet to the sea that limits dilution while a mangrove border filters nutrients. Kayak tours at night allow visitors to observe the electric blue-green glow produced by each paddle stroke and by fish darting through the water.
