A small coastal township in the Tainan lowlands bordering the Tsengwen River estuary, Jiali and the adjacent Sicao wetlands support one of Taiwan's most significant black-faced spoonbill wintering populations — a critically endangered species whose global population numbers below 6,000. The Sicao Green Tunnel, a mangrove waterway navigable by small boat, provides an atmospheric avenue through the wetland ecosystem.
