Pangai is the small administrative centre of the Ha'apai island group, a low-key town on Lifuka island with a harbour, market, churches and government offices strung along a few quiet streets. It serves as the arrival point and supply hub for the scattered coral islands of Ha'apai, reached by inter-island ferry or a short flight from Tongatapu. Historically the group was a seat of early Tongan royal power, and the surrounding islands hold ancient sites.
